The detective played by Kim Rae-won enters the prison as a prisoner because his younger brother was killed by a criminal gang. In order to find out the truth of the incident, he gets close to the person who dominates the prison. The prison overlord played by Han Seok-gyu has some kind of deal with the top government officials, so he can dominate the prison.
